Zines are funny things. I actually cannot find the proper title, issue number, or address anywhere in this zine to even determine what to call it. I only have what's on the cover, which is a reference to an interview with this "outlaw scumfuck."
What I can discern is that this was published circa '94, either US or Canada, and is primarily focused on grind/death metal as well as the many subgenres thereof. The GG Allin connection seems appropriate due to themes of morbidity and nihilism. However, the creators also have a soft spot for Green Day, and give a big thumbs up to "Dookie" which had been recently released.
Cover appears to have been autographed by Mr. Allin, so that probably means something to someone out there.
